AIDS Care

The AIDS Care Program works to:

• Ensure the provision of primary medical and ancillary services to low-income HIV-infected persons in North Carolina.
• Provide support for the purchase of HIV medications for needy individuals who have no medical insurance.
• Ensure the provision of housing and housing-related services to low-income HIV-infected individuals and their families.

Federal and state funding programs allow DPH and partner agencies to provide regional HIV care networks, medical/dental services, legal assistance and other patient care and support programs throughout the state. One such funding program is the Ryan White HIV/AIDS Program administered by the U.S. Department of Health and Human Services; another is the Housing Opportunities for Persons With AIDS (HOPWA) program funded by the U.S. Department of Housing and Urban Development.

The Ryan White HIV/AIDS Program funds state, metropolitan and community-based programs to provide critical services to low-income persons infected with HIV. Funded programs include outpatient/ambulatory medical services, medications, mental health and substance abuse services, oral health care, hospice care, early intervention services, health insurance premium and cost sharing assistance, medical nutrition therapy, home health care, and support services such as transportation, respite care, outreach and language services.

Housing-related assistance including supportive services, day care programs, family care homes, tenant-based rental assistance and housing development is funded by the U.S. Department of Housing and Urban Development via the Housing Opportunities for Persons With AIDS Program (HOPWA) . The state office provides planning for HIV housing and housing-related services, follows through on extensive reporting requirements and acts as a channel to distribute funds to service providers throughout the state.
